After a tough year for cabbies and for-hire vehicle drivers, with economic troubles and driver suicides, Meera Joshi, the Taxi and Limousine commissioner, talks about new rules that the TLC says will raise the pay of for-hire vehicle drivers, and that will benefit some yellow-cab drivers.
